State-Level Policy Recommendations to Support Home Visiting Coordination Within California’s Early Childhood System of Care

Effective coordination can lead to reduced duplication and increased efficiency of services, enhanced family engagement and use of services, and reduced burden for providers and families.
This white paper presents eight state-level policy recommendations to advance coordination in California—both across its early childhood system of care and within the home visiting system in particular. Recommendations span four key areas: governance, funding, data, and accountability.
To develop the recommendations, the authors used data gathered from counties while providing technical assistance with support from First 5 California. They also sought out best practices and case studies from California counties and other states. Each recommendation includes supporting evidence and suggestions for implementation.
