Julie Leis, Ph.D.
Senior Research Associate
Julie Leis has nearly 20 years of experience in applied research and program evaluation in the areas of home visiting, mental health, and child development. She brings to JBA technical expertise in program evaluation, research design and measurement, data collection and analysis, and continuous quality improvement. She is skilled in providing technical assistance on evaluation, performance measurement, and continuous quality improvement.
Leis currently leads a project funded by the Tipping Point Community to develop logic models and an evaluation plan for an early care and education program. She also serves as the JBA project director for the Early Childhood Systems Technical Assistance and Coordination Center funded by the Health Resources and Services Administration. In that role, Leis leads the team’s evaluation, continuous quality improvement, and performance measurement technical assistance efforts and serves on the center’s leadership team. She is also a cost study subject matter expert for the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Technical Assistance Resource Center. Previously, she led a project funded by First 5 California to study home visiting coordination and support California counties with their work in this area.
Other past roles include deputy project director for the Healthy Steps Outcome Pilot Project and associate project director for MIECHV Program: Feasibility Study and Pilot of the Home Visiting Budget Assistance Tool. Leis also led the Literature Review and Program Scan on the Arts and Pain Management and Substance Use Disorder project. She was JBA team lead and a technical assistance specialist for the Support for MIECHV Program Awardees to Build Capacity for Performance Measurement and Continuous Quality Improvement project.
Leis received a Ph.D. in public health with a concentration in mental health from the Johns Hopkins Bloomberg School of Public Health.
